ACQUEST URBAN DESIGN FOR CALIFORNIA

A recent State of California legislative proposal to resolve California’s housing and minimize environmental requirements into a better reality is still problematic in its core foundational premise.

The present urban project design submission process for such approvals does not help to fix these problems in cities, suburbs and rural areas. The standard and universal existing transportation system serving its settlements are ubiquitous. The future of urban design is in need of an imaginative revision for future population habitat survival.

A focus of conceptual change from the Corporate, Academic and Politbureau (C.A.P.) attitude continuation of status quo requires transformation. Getting a grip on the idea that our past marches in lockstep into our present, as a proper guide to a future must be freshly determined. Two choices arise. First, ignore the past and never resolve its issues. Second, choose to acknowledge the mistakes of the past without elevating stewardship for improving eco-habitat harmony.

 

The old hierarchy of top-down governance persists. Federal, State, regional, county, city, districts and homeowner associations are all in-attentive and lack the imagination to alternatives that create better performing settlements. The hopeless steering of negative legislative processes for urban neighborhoods, dense communities and the failing mobility services smacks of “jinba ittai.” Mobility must concede to allowing networks of pedestrian pathways, roadways, freeways, airport runways, airways and shipping ways for a future integrative commercial travel system. Fossil fuels presently drive these networks with their undesirable impacts on human and natural life.

The past urban planning and development features have revealed our failure to recognize that city building is deficient in service of ways to get from point to point for 24/7 convenience. Devised statutes for the environment (CEQA), State laws, commissions, ordinances, building and zoning rules, and regulations have produced insufficient limits to either control or reduce driving, toxic pollution, greenhouse gas emissions and carbon capture mandates.

The overwhelming human desire to conquer distance, speed and time is insatiable. Successful digital transportation of data is far in front of goods and people mobility. This attention deficit must become the primary focus for a new transportation system. Recognition of necessary conditions found in the humanity of anonymous sleep to awakening for natural motion is a daily ingrained habit of individual survival. The faults found in our physical creations to travel on earth, ocean and heavens must still devise innovative ways for better flow transitions between foot exchanges to vehicles, aircrafts, and ships.

The California State legislative example is absent for proper solutions filled instead with obscure irrational planning for vehicular measures to improve flows for car-centric exchanges. It translates into adding more roadway lanes, synchronizing traffic lights, to further endanger pedestrians and cyclists with stop-starts at energy consumptive traffic light intersections. These so-called assessments for improvements enable faster traffic, driving more often, driving longer distances, daily accidents, avoiding transit, and emitting more greenhouse gases.

Technological obsolescence is a continuous cycle. Most human-made things create a short limited lifespan. California’s elected officials and appointed bureaucrats are in their successive terms of public service unable at meetings to deliberate or think about future urban alternatives. Fraudulent influences, ignoring citizen participation and swayed analysis of data result in unwise decision-making to resolve urban problems.

The present transportation era conducted for human transfer from vehicle to airport or ocean terminal travel faces long, unpredictable traffic commuting, parking problems, lengthy airport lobby ticket procurement, security check interruptions, walking distance to access gate entry. Produced are extended time delays with unpredictable inconveniences. The allure of travel between the foot to car to foot to aircraft or cruise ship entry now causes anxiety of passage that faces cramped quarters, weather and terrorist fears, delays and increasing unknown expense.

The status quo travel opportunities in California and worldwide is deteriorating with unstable mobility functions that only focus on cars. Impeded traffic flows involve patient queuing, roadway lane widening, slowing for accidents that constrain service to habitat expansion for spatial density in built-up areas. Backed by warped citizen attitudes of “not in my backyard,” vehicle and parking costs, road infrastructure operation and maintenance, increasing taxes, continues to surge sprawl, increased traffic congestion with resultant toxic emissions.

Pathetic leadership attempts to address and reduce the downward trend of vehicle transportation deficiencies is also found in the populations misunderstanding of driving cars. These circumstances are in need of better thinking. Rather than adopting a “fix-it” mentality for perpetuating urban conditions misled leadership is incrementally increasing an unaffordable infrastructure burden must be altered. The increasing of capital and legal incentives cannot in the foreseeable future maintain and operate an inadequate transportation system for human health. An alternative must be found for the four-wheeled metal box now moving into obsolescence.

The smaller, lighter, stronger, ergonomically comfortable enclosure capsule that is more liberating must create for future transportation. The existing unaffordable, unhealthy, and unsafe way getting from point to point is at the moment right for disruption. Transportation dilemmas for better mobility are bubbling into our awareness. Worldwide cities like London and Paris are ridding the burning fossil fuels for electric powered vehicles. Manufacturers and banks are focusing on financing vehicle sharing services, carpool apps and collective use of bikes. Young and aging populations are demanding alternatives to pollution and extended environmental impacts.

A transitional path for urban growth and change in the villages, towns, cities, regions and national capitals should be indelibly bonded together with a future technological circulation system serving spatial enclosures. When the pains of Uber and Lyft go driverless, their financial mathematical solutions will become an unanswerable puzzle. This dead-end settlement will not resolve adequate streaming of traffic flows required between road, ocean, and air travel interface requirements. Mobility in the long-term should be transitioned into lessor cash outlay for vehicles and their support structures toward increasing capacities, reducing energy utilization and ticket costs. The existing inter-dependencies of organized extortion on citizens for motor insurance must instead focus on the capability to access and finance a new standard for future transportation.

Autonomous electric vehicles are a part of a possible future technology transportation solution. Private and political entities will need to be partnering for the joys of travel in comfortable safe, less complicated and sustainable ways. These aspirations open up opportunities to radically redesign transportation to serve different urban areas. Why even Henry Ford said; ” The remains of the old must be decently laid away; the path of the new prepared.”

Citizen stewardship for humanity’s future must set aside prejudices that do not maintain existing mobility flows for two improved attainments. First, one faster, with more significant capacities, is energy efficient, less expensive in infrastructure cost and the ticket price that collapses time and distance in servicing the delivery of humans and goods, without harming the Natural environment. Second, one that commercially is integrated to produce harmony in Eco-states for swift trading of products.

Eliminating the mundane term “public transport” to take on a new utopia that promises a mixed-use of vitality for both cargo and people utility in movement networks is paramount. The conveyances and interlinked corridors that serve the clusters of habitat footprints deserve different aggregation of urban designed settlements. These aspects holistically propose a thoughtful future for humankind.
